their isnt much a good machinist (fitter and turner to some of us) cant make - this just democratizes it a tad furthur, you dont need to spend a year in tech college.

access to raw materials and the 3d plans will be the limiting factors - control freaks, ermm governments and corporations will use those as effectively as they can.

The materials mainly will be the limit. In terms of plans anyone with drafting software can make those.

Well the materials will be the most strongly guarded IP. Marijuana is largely illegal so that Hemp could be made illegal because Hemp was a superior industrial material to most of the synthetics coming out of Dow and Dupont at the time.

It's not just suitable plastics that are expensive (and more so as oil prices go up) - high quality metal powders are neither cheap nor easy to make, with consistent grain size and packing density. Mass production with mass materials (such as sheet steel) will probably still have the edge for cost. It's just that handcrafted bespoke will be back as well.

After all, in the world of the PC, mainframes still process your credit card account.
