There are multiple jurisdictions , many of them in California, where senior law enforcement or DAs are in fact telling their officers to not even bother writing reports on certain classes of crimes, or if they do, don't expect investigation or prosecution . The reason given is lack of funds. I can make an ironclad case that we cannot afford all Federal efforts at interdiction and imprisonment , right now. But it's late.
For the record, I was law enforcement, so this isn't theory when I say you selectively ignore shit, every day . A chief of police , a sheriff, a state AG can have that meeting tomorrow morning . They do it all the time for certain things . It's half the briefing some days . They have , in some places, as Tinker pointed out, done it already .
And yes, it is in fact the executive's job to tell which agencies ( under his authority ) to enforce what laws . What do you think happened at Little Rock ? Every day, the POTUS decides to absolutely not, under any conditions , enforce any state laws on sodomy at any time . Executive orders start wars,. have broad sweeping effects that are classified to the point where their existence is unknown even to congress , and now end the lives of American citizens abroad without trial or recourse ( brought to you by the Bush/Obama administration) . Don't tell me they couldn't refrain from busting some hippies if they wanted to .
