Actually, this is a perfect example of a broken government.
On the one hand, Congress is abdicating its actual role because it is too busy asking ex-pitchers if they were juicing, or getting re-elected, or demonstrating our willingness to shatter the world economy due to our pettiness and incompetence.
On the other, the executive is either gaining more power or using the power that it has more actively, furthering the process that has led to a " unitary executive" and an increasingly tyrannical White House as a matter of form and not personality.
Basically, this is evidence America doesn't work. And the programs they are pushing will have limited utility.
The essence of tragedy is that it doesn't have to happen; but then again, it kinda does. This is that.
Don't know what it is, but I'm agin'it.
