I suggest massive tax increases and cuts, simultaneously, for as long as it takes to convince people not to expect more than they pay in. The taxes absolutely won't matter to the overall numbers, but would have a great effect of getting everybodys head in the game.
You might think this is a pipe dream. It is not. I'm really digging on the Acid Kuba Kuba cigars lately. I don't go for that pansy ass flavoring for a rolled smoke, but the aromatics are just awesome. Favorite six dollar cigar, evar.
