couple years back, I got into a discussion with a lifelong friend about why the republicans, then holding the presidency and both houses didn't have the backbone to either balance a budget, nor reduce spending......
same old story, those who have power always seek to increase it..... best time to stack the deck is when you are the dealer........party is irrelevent.
Since he lives near NYC, the discussion morphed into "I could not care less about DC, NYC is my concern." He told me how the NYC government have surrendered a tremendous amount of sovereignty to the public service unions, and how if anyone ever gets serious about getting NYC's financial house in order, it will get ugly.
Hmmmm...high population density, infinite number of choke points, and the people who are eating your lunch are both well organized and expert in delivering or holding back the basic services, most people take for granted in the 21st or even the 20th century.....
