If the EU had not become a sort of plantation to be exploited by the northern European member-states, the defence of Europe could become a EU concern, saving a lot of money (one army, one navy and one air force, instead of 27) and being a lot more efficient. But first you must eliminate the "bwana" complex of those northern Europeans...
