computer hardware is pretty much a raw material to my mind, and like all such things not all countries can produce it, and nor will they need to.
alph is correct from my perspective, you made cars from steel that you didnt have to mine yourself, you can make software and art on computer chips you didnt produce for yourself aswell.
im not in line for being the guy in the cpu factory that watches the intel sticker being put on, but i do make a reasonable living writing software for it.
outsourcing of software has gone full circle from my anecdotal observations - cultural communications barriers and the lack of ability for most business's to tightly specify their exact requirements have made local programmers that you can discuss things with daily much more favoured for non trivial projects.
if i believed in a rational world that had businessmen who didnt get mad from frustration at not being able to express themselves when you asked them to clearly explain their entire business model in fine detail, i might be more worried about out sourcing.
