The thing about this article is that it says a lot of things that people would broadly agree with but does not offer clear prescriptions for how to accomplish them under the current political situation. Take for example investment in education and "human capital". What sort of investments, specifically? Do they want to grow the current system or do they want an alternative system to take root? What would it look like? How would you deliver effective education and, if deep reforms are necessary, how can entrenched factions with an interest in preserving the status quo be overcome?
