Another alternative to the 30-40 year old designs. I'd go with making the companies replace 1 by 1 the older tech facilities with either PBR or TMRS types. Then, expand capacity with several new plants. It would be quite expensive, so probably will have to come with some form of gov low-interest loan, tax subsidies, hookers and blow.
However, the proponents of natural gas already are out, at least according to NPR, and touting their cheap and clean alternative. Seeing as how I've heard several influential politicians have passive stakes in CLNE and other natural gas producers, they'll probably win out.
