The United States is probably the most liberal western country in firearm ownership licenses. It normally takes a brief background check at the shop to but a very deadly weapon. In the absence of a criminal record or institutionalization, one can easily buy a weapon. I suggest that there must be psychological tests before selling a weapon. Some modern multiple choice exams are surprisingly accurate in predicting violent or aggressive behavior. For instance, this murderer was even rejected by the US military when he applied to become a soldier: I don't know the exact circumstances when he was rejected, but obviously the experts in the military must have detected something wrong with him.
