The United States is probably the most liberal western country in firearm ownership licenses. It normally takes a brief background check at the shop to but a very deadly weapon. In the absence of a criminal record or institutionalization, one can easily buy a weapon. I suggest that there must be psychological tests before selling a weapon. Some modern multiple choice exams are surprisingly accurate in predicting violent or aggressive behavior.
