This is something many people are not familiar with outside the US , because foreign military is simply incapable of encompassing the wide range of tasks that America expects of its own. The American people know it even when they don't know a soldier from a ham sandwich .
The US military has a plan for everything. Everything. If the ghost of John Paul Jones rises from the grave , possesses the body of Paul Reubens, leads an attack on a New Mexico laboratory to free aliens in suspended animation so they can start an army of gay cloned hedgehogs aiming to retake Jerusalem, there is a specific three hole binder in the E ring of the Pentagon that addresses that ( OPLAN 42-344A Appendix D covers the use of WMDs and the environmental impact study completed by MIT in 2004, as opposed to the early 90s summit by Lawrence Livermore) .
These guys spend over a trillion dollars a year ( you don't actually believe the official budget, do you ?) . They have had more or less that level of funding for over 60 years now. Most countries won't see the DoD annual budget- kind of money for the whole nation. The level of paperwork and " what-iffing" is greater than anywhere on the planet by an order of magnitude . When an officer gets too old or shot up to fight and run a combat unit , they put them to work on this , so they can ride out the last ten years until retirement without killing themselves ( also, who better to do this)? And it's the reason why the US was able to pile on the CENTCOM and global actions it did . Not only were they thinking about it ahead of time, they ran exercises yearly and computer simulations daily. It's called the O-3 , Operations, and outside the tactical level, it gets a life of its own.
Well, that and the fact that the US did this all 13 years before , and it therefore was not the first rodeo . It's not so much that this isn't a conspiracy like Azari wants. It's that hell yes it's a conspiracy, one of the best ever laid down. It's called the security apparatus of US . Of course they weren't surprised ( in the tactical, yes ; surprise is always possible but never forgivable ) . Not omnipresent, but as close as has ever been managed .
