Democrats vote in all the office holders in NYC. If they wanted to change the decades long practices of the NYPD they would vote in mayors and city officials to change it.

But they don't. Year after year after year, election after election after election.

New Yorkers (Democrats) are very aware of how the NYPD rolls.

And they want it that way.
