Who did the audit? there is no link to the nameless 'non-partisan, investigative arm of Congress'.

I would advise people with accounts at Bank of America and other banks that charge a fee for using Debit Cards who consider the fee to be onerous to switch banks to a bank or credit union that doesn't charge such a fee. There are literally thousands of banks in the U.S.
Bank of America, Chase, Regions, etc. are counting on their customers being inattentive and too lazy to switch.
