He was on an island. Wearing police gear. The bomb went off first, so responders are already leaning in that direction- the " closing the barn after the horse is out" reaction is a powerful tool. The tendency of people in mass killings is to go to ground, which is one of the worst things you can do. The killer may have loads of time to hunt you down. Almost certainly, nobody got offensive on him ( the best antidote to a mass killer is an aggressive victim pool). He had free reign.
This was careful calculation, lots of preparation. A patient man. This is the worst sort of guy, because between time, native intelligence and education he really doesn't need much of a network. Most people, yes, they need help putting together a massive car bomb. This kind of guy? No, not really. Just time and breathing space.
These incidents are guaranteed to ratchet up the domestic security game.
My condolences to the families and the people.Wish I'd been on that island.
