If you want deep data on someone, just call up Axiom, they are a privately held organization and get the data legally.

no, the local busy body PD must chase up the isp and perhaps several other isps and it takes time.

this will be fixed ala phones.. better identity requirements on signing up and properly unique identity numbers that get carried with every packet so they only have to chase up the originating isp... ipv6 fixes the mess for this, ipv4 has too much masquerading to make it really trivial because people get randomly allocated and poorly logged ips each time they connect.

and on that note, facebook and google plus are already pushing for everyone to supply a mobile phone number for their accounts, its just not compulsory.. yet.
