There is assumed to be considerably more cohesion in Iran than Iraq , our best efforts notwithstanding. The conventional aspect would indeed go much as you describe, but the level of resistance by the population is expected to be very high. It's not a fun place to invade , apparently , and less to hold. You need to be able to crack heads on a Mongol , Alexander the Great - level.

Actually there is no oversight for even regular bombing campaigns. Obama has committed US assets for bombing Libya without any congressional oversight. There is no sign that he ever intends to inform the congress. The executive branch can arrest US citizens as enemy combatant , lauch drone strikes in soverign nations and takes sides on civil war and target to assasinate leader of another country.

Iran/Iranians could be subjected to any number of these.
