Access to water is a basic human right. Turning on the water illegally is civil disobedience and I support it 100%.

Never saw that one in the Bill of Rights. But if you insist, you may send a monthly check to the appropriate water department so someone less fortunate can claim their "right."

It's implied by that 'right to LIFE, liberty and the pursuit of happiness'. Since one cannot live for more than a couple of days without water, removing their access to water deprives them of the right to life. We are only now starting to see the beginnings of the water wars. They are so fundamental that nothing else in the world can get as violent as quickly as removing people's right to water.

Perhaps we ought to enumerate these "rights by implication," and hold a Constitutional Convention to codify them. Free housing, heat, and transportation should also be on the table, as it can be easily proven that a person could also quickly perish without these basic needs, er, rights.
