It's implied by that 'right to LIFE, liberty and the pursuit of happiness'. Since one cannot live for more than a couple of days without water, removing their access to water deprives them of the right to life. We are only now starting to see the beginnings of the water wars. They are so fundamental that nothing else in the world can get as violent as quickly as removing people's right to water.
The canary didn't die because this mine is dangerous, it died because it's lazy and wasn't raised with a proper work ethic.
