The Romans could have done it in Augustus' time, or even a bit later, if they had really wanted to. They went to great trouble to conquer Dacia in 106AD - because it had gold mines. Germany was saved by its perceived poverty as well as being tough fighters. .

After Marcus Aurelius, when a succession of plagues decimated the Empire (but has less impact on the barbarians), then no.

About the title of the thread:
European civilization is quite clearly originated of a mix of Ancient Greek, Ancient Roman and Ancient Israeli civilizations (influence of the latter being exerted mostly through the Church, partly through Jewish communities)
Obviously, at the same time as it continued to be nurtured by these influences, European civilization has also built and gone far beyond them.

About who can claim the title of most civilized area in Europe:
It's neither a fully Southern nor a fully Northern country, since it's France. Or more precisely my native region of Normandy. More precisely still, the small place in Normandy I am originated from.
THAT is the most civilized area. This is so self-evident that I don't know why there is even a debate about it.
