fair enough - im quite removed from the specifics of tax law in america (not that crash hot on it in mine either!)
charity means something specific to me - the use of the word leads me to believe certain things are happening with the money, so paying yourself good wages to do lobbying leaves me cynical - if they called themselves "ethical lobbyists" this wouldnt have made the news

yer, complicated money trails of secondary and tertiary outcomes - see "trickle down economics" and the specifics of if a resource company employs local workers and improves local infrastructure 
maybe ethical, maybe gets good outcomes, not a charity... and the truth is they wouldnt have raised any eyebrows if they did exactly what they did currently but didnt use the word "charity".
im not the only ill educated idiot that expects a charity to behave like an, ermm, charity. (for want of another word)
