In short I don't think this is wholly reducible to American party politics.

instead of further enriching the corruptible already rich ruling strata with commissions, no interest loans and outright bribes
and trickle down crumbs for the indigenous indigents...

Chris Matthews could be wrong, kind of like how you were fabulously wrong about the shelf-life of middle east protests. What is different here is the size and scale of the active rebellion within Libya. Nevertheless, they've lost enough ground in recent days that I would be surprised if the no-fly zone makes much of a difference.
