I have been contemplating this. I wouldn't structure it precisely the way you say. But maybe in a form of, "No hijacks, no arguing.", a place where people can discuss the exploraton of the ineffable, the divine, the great mysteries without worrying about reproach for their insufficient muddlings.

I will not create a forum such as you describe because that would set me up as an arbiter of human quality. The same reason I am loathe to moderate heavily, makes me wary of doing what you ask.
