Posted: Fri Sep 09, 2011 5:58 pmIt is a Ponzi scheme in fact, but the reason it's unsustainable is because people have been dipping into the fund. There is no reason it couldn't sustain itself. It's just that starting with Reagan people used it to fund their own pet projects.
