Is it clearly established that Cain is speaking of nuclear capability in general, or is he speaking in the context of nuclear marine propulsion, a capability that I do not believe China has had in the past?

Cain was a ballistics guy for the Navy. He should know what he's talking about. If he's referring to propulsion, then he's taking a more in depth view than his detractors, as a Chinese navy built around nuclear carriers means precisely one thing.


If he's talking weapons, then it's deal breaking, inexcusable evidence of a lack of fitness for the job.
